Topic: The PennDOT Connects program expands on the Department's requirements for engaging local governments and planning partners by requiring collaboration with stakeholders before project scopes are developed. PennDOT Connects aims to transform capital and maintenance project development by ensuring that community collaboration happens early, and that each project is considered in a holistic way for opportunities to improve safety, mobility, access and environmental outcomes for all modes and local contexts. Earlier collaboration will ensure that projects meet current and projected needs as much as possible, and can reduce costly changes later in the project development process. Pennsylvania is a nation leader in Connected and Autonomous Vehicles research. Testing is being done by multiple companies in the Pittsburgh region a well as research occurring at Carnegie Mellon, Penn State (particularly for trucks), and the University of Pennsylvania. PennDOT is also nationally recognized as being in the forefront of policy development to support the new industry and for the development of a strategic plan to identify how we need to adapt to the complement industry.
